Guide to the new energy account

Since September 2005 in Italy, a “conto energia” incentive scheme has been in operation to promote the production of electricity from photovoltaic installations. On 19 February 2007, the Ministers of Economic Development (MSE) and Environmental Protection - Land and Sea (MATTM) issued a new ministerial decree which radically changed and simplified the original scheme. The Guide sets out to act as a convenient and comprehensive reference tool for those planning to create a photovoltaic installation and apply for the relevant grants. The document has been prepared in conjunction with the technical departments of the Electricity and Gas Authority (from here on AEEG or Authority), particularly as regards the recommendations relating to the sale of energy, the connection of installations to the electricity grid and the measurement of energy produced. The Guide is in two parts. The first sets out the new developments introduced in the new Ministerial Decree
of 19/02/07, the general recommendations for the construction and connection of the installation to the grid and the steps to be taken to apply for a grant from the Gestore dei Servizi Elettrici Spa (Management of Electrical Services Plc) - GSE. The second expands on several aspects, general and specific, for those who are not industry experts but wish to obtain basic information on photovoltaic installations and on the development of the incentive measures in the “conto energia”. Finally, the appendix contains a concise glossary.
